The Charter’s principles define the roles, responsibilities and entitlements of researchers and their employers, intending to create an attractive, open and sustainable labour market with equal rights and obligations in the European Research Area. Implementing the Charter’s principles in research institutions is supported by the Human Resources Strategy for Researchers (HRS4R).

Current steps and priorities
We continue to advance the priorities defined in our Action Plan and Gender Equality Plan, while proactively exploring new funding opportunities and strategic partnerships. Through the CROSS project, we are part of a community that shares knowledge, experience and good practices related to the HR Award and the entire certification process.
7/5/2025 — HIPC successfully renewed the HR Excellence in Research Award.
HIPC became the first institution in the Czech Republic to successfully retain the HR Excellence in Research Award during the award renewal with a site visit. This achievement confirms our long-term commitment to improving working conditions for all employees and proves that we are among the elite research institutions in this area.
7. On 17/4/2025, a team of two external experts visited HIPC to evaluate our progress, meet key stakeholders, and assess the implementation of our HR Strategy for Researchers.
6. Action Plan III sent to experts on 21/02/2024: Action Plan III (2024-2027). HIPC prepares for HR Award renewal with a site visit.
5. The new version of the European Charter for Researchers was adopted by the Council of the European Union on 18 December 2023.
The number of principles has been reduced and consolidated into 20 key principles, grouped under four pillars: Research Integrity and Open Science / Recruitment and Career Assessment / Working Conditions and Environment / Career Development and Talent Nurturing
4. HIPC passed the first milestone, the Interim Assessment, when we assessed the implementation status of Action Plan I (2018-2021), revised it and planned activities for the next three years: Action Plan II (2021-2024). We received positive feedback from the assessors.
3. On 16/01/2019, HIPC became the first institute of the Academy of Sciences to receive the HR Excellence in Research Award (HR Award) in recognition of its ongoing commitment to adopting the principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers.
